America recognized very early on that global competition is fundamentally a competition for talent, and it has developed a comprehensive strategy to attract and retain talent.

The government, along with industry associations (such as high-end academic publishers), provides funding to monitor talent trends, invites talent to the United States, and hosts various association exchange activities, using awards as additional channels to draw talent in. Government plus universities have created a self-sustaining pipeline for highly educated professionals.

In short, the combination of government, tech companies, and basic science has established a comprehensive network for high-end talent. Qualified individuals are invited to settle in the United States (with early锁定 and ongoing tracking throughout the process).

At the same time, the U.S. has built up monopolies in high-end technologies, refusing to share them with other countries, creating chokepoints.
