Most people can't tell whether a subordinate is truly talented. So whoever shows up in front of their boss constantly, making themselves visible, is more likely to be mistaken for one — and will get handed more resources, much like grades in school: the kid who's always around the teacher tends to get looked upon more favorably.

If you impress Zhang San, Zhang San thinks you're talent. Impress Li Si, and Li Si thinks the same. Wang Wu doesn't know you yet — but he's heard your good name from both Zhang San and Li Si, so he subconsciously defaults to believing you're talented. Reputation spreads. One tells ten, ten tell a hundred, and your name grows renowned across the江湖.
