It’s true. This is mainly based on local government leaders developing economic projects that generate income for the area, with residents participating in the projects and receiving dividends. Many rural villages and towns in southern China are already doing this. For example, the village committee in my residential compound (an urban village) raised funds to invest in projects, yielding annual dividends of tens of thousands of yuan for some and a few thousand yuan for others. The dividend income is also used to provide extra benefits such as free medical insurance for villagers. We need to view development through a forward-looking lens, something that backward areas in northern China should learn from. People’s Daily has also endorsed this approach. For instance, publicly disclosed figures show a community with total assets of 299.78 million yuan, with a per-share dividend of 12,000 yuan in 2021 and a “land-expropriated farmer pension security fund” of 383.76 yuan distributed to each shareholder.
